Anyone visiting Barnet who is a. Not a mobile phone user and b. who is unfamiliar with the workings of the WEB - does this resonate with elderly people? - cannot park in Barnet. The Council, instead of deploying pay and display machines, has outsourced the entire parking and penalties infrastructure to an external Company who, interestingly, have their customer response service based in near Prague...Someone is getting nice and rich and fat...
